JICREG - THE FORMAL STRUCTURE
JICREG is the epitome of a true joint industry committee. It operates as an independent limited company and is run by a board of directors that includes nominees from the Institute of Practitioners in Advertising (IPA) on behalf of advertising agencies, the Incorporated Society of British Advertisers (ISBA) on behalf of advertisers, plus representatives from the Newspaper Society and independent newspaper publishing groups.

- It is owned by its constituent newspaper publisher subscribers.
- It is controlled by a board consisting of directors representing advertisers, agencies and publishers that normally meets four times a year.
- The JICREG chairman is Howard Scott, Newsquest (South) London Ltd.

- Technical and operational matters are discussed via an intranet based forum, or specialist committees as and when necessary.
- User Group meetings to discuss wish lists and problems are held at least once a year.
- Reporting to the chief executive is a number of specialist consultants who undertake complex and diverse tasks.
